Context

Some of the ‘ulamā’ say that when a man shaves his head after slaughtering [the animal], it is mustaḥabb for him to hold his own forelock, say takbīr thrice, and say: Praise be to Allah for what He has guided us to, and all praise is due to Allah for what He has favoured us with. O Allah, this is my forelock, so accept it from me and forgive my sins. O Allah, forgive me and those who shave and shorten [their hair], You Who are Vast in forgiveness. O Allah, accept my du‘ā’.
